I think I tried unifying the rosters in a modern WWE game but largely still wound up booking like there was an unofficial split where some guys were on one show way more often than the other, mostly because I had so many guys on the roster it just fell that way naturally. The IC champion more or less became the face of SmackDown as a result.

I try to make to where there's a pool of 12-15 that show up all the time in some form or another. Even if the matches end up involving lower-card workers, having the top guys doing at least angles is enough to get you by. A general rule I try to follow is having at least two champions on the show somehow as well.
