I mean really, he's defended it just about as much as any other champion. He's defended against RVD in a really good match, he's defended against Booker, Booker and RVD in a 3 way, Edge, Venis on a few occasions, and Foley, probably a few more that I'm forgetting also. Also the fact that he pretty much is a main eventer with the strap. He is usually always in high profile matches, and the belt being on him is doing alot for both himself and the title. I think Orton has had a really good run. He is definately the best IC champ since at least The Rock, which should count for something.

You mentioned Orton putting on good matches as your support. Benout and Jericho had a series of great matches with the title going back and forth makeing it looks strong and competitive. Ladder matches, submission matches, regular matches, it was a huge rivalry one of the better IC title, nay the best I've seen in a while and Angle was in there too.
