I guess you could say it hurts his gimmick, but as has been pointed out, at this point his gimmick is basically that he's Anti-American, so he might as well be a terrorist.
Of course they could work it into Hassan's character. He could just say the treatment he has recieved has forced him to become what he has become. He keeps getting passed over and over looked, so now he's got these "cells" to help him so that its impossible to overlook him.

Pretty much what you're saying, like it doesn't really hurt his gimmick...it makes him into a serious threat. Now you have 6 guys following him and doing everything he says, it makes him look like a charismatic leader, and turns him into more of a threat.
I mean think about it, before his only chrony was Davairi, but now he's got 6 terrorists on his side...makes him a pretty serious heel.
