It's only a teaser, so there's still a chance. But you're right, not looking promising.

I think they'd have to be stupid not to make it a proper wrestling game though. It's not exactly a massive IP and I'm pretty sure a lot of people who know of Chikara would be pissed off if it's not a wrestling game.

The fact that it's not a massive IP is the reason I don't think it will be a proper wrestling game. In fact, I'm doubting it will even see a disc release. Most likely an XBL/PSN game. Would bet that it will be a sidescrolling beat 'em up. Which might not be terrible, but still, I want a damned Chikara wrestling game.
