Inconsistent Refs

So, this isn't a huge deal or anything - but one thing I've noticed a lot the last few months is just how inconsistent the refs seem to be. I know we always joke about WWE changing the rules to fit the situation, which they do, but lately it's been happening a bit frequently.

Case in point - just last night I noticed inconsistencies. During Edge's match, he began getting counted out while standing on the apron. That's happened a few times in recent months, so I'm assuming it's a rule change as it never used to be that way. Fine. But then in Orton's match he was outside the ring, getting counted out...got back onto the apron, and then knocked back outside the ring. The ref than restarted the count. In theory, if standing on the apron can get you counted out, the count should have never been restarted as Orton never re-entered the ring.

Like I said, not a big deal...just irks me a bit how the rules seemingly vary from match-to-match, even on the same night.
