You would need a fresh DVD-R, the right burning software, and a modded X Box or PS2... Not possible without spending about $100-$150... (I dunno how much the chips are, so I could be off...)

I did it to my XBox. I had to spend around 50 for the chip and 70 for a 120GB hard drive. Now I can load it with any video file and watch it on my TV, play MP3s, and create slide shows. I have tons of DVIXs on there. Also I have Atari 2600, NES, SNES, Genesis, N64, MAME, and GBA emulators on there. Lastly, I have around 40 Xbox games loaded onto it so I don't need the DVD.
