Royal Rumble Question

Since there's 15 wrestlers from each brand (RAW/Smackdown!) How do they decide who's going to throw who over and who's going to be the winner of the Royal Rumble?

it's just a big match, nothing matters except for the last person in the ring... that person will get a shot at THEIR brands title (raw - world heavyweight / Smackdown - WWE Championship)

..unless it changed...

...buuuuut, i guess it all works due to storyline.. so look for either Cena or Benoit to win... ha, they'd probably be the last two...

then again, they might be fighting and a raw superstar runs from behind them and throws them both out.. and he will get to fight the champ at WM... but who really knows?
