Opening pictures

My computer got fucked up and needed to be reformatted, only problem is that now random shit doesn't work. Some examples are I can't directly connect on AIM, not a big deal just kind of annoying.

My real question though, I can't open most pictures. If I save from the internet it usually can, but like if somebody emails a picture as an attachment it just doesn't work. I don't get it. Is there a program I need to DL to open pictures?

I have Windows XP Home Edition
