Help IDing a wrestler

Yeah, so a long time ago back in like 88 or 89, some guy came down to the ring and skinned Brutus Beefcake's face, and they had it all censored and crap on TV. I was only like 7 or 8 then so I really don't remember much. The guy would come down to the ring with a cigar a lot of the time, had a mustache, and wore blue tights most of the time. I think I remember him being in Summerslam 88, and maybe a Survivor Series.

I know it's pretty vague, but does anyone know who I'm talking about?
