In Vista? It does for XP, so what the dealio? Am I gonna have to open this shit in a web browser ever single fucking time?

No, Photo Gallery doesn't animate gifs.

Open it in a browser or replace Photo Gallery with some other program. Apparently this one is good: http://www.irfanview.com/
