I'm sure the economy has something to do with it, but I am sure there will be effects of this in terms of the product. If your company's profits are beginning to fall, you act, regardless of the reason.

Will the number of employees released earlier this year be enough to reverse this decline, or will further action be taken?

Well, 30 million is a large chunk of the 50 million they are down compared to Q1 08. The economy and lower business would account for the other 20 million.
