Right now, because of his position on RAW as GM, Regal winning is the equivalent of Teddy Long winning it, or Hornswoggle winning it. There's no point. He's not a regular wrestler, and isn't really going to benefit from it. As GM, Regal could already be "booking himself" for title matches and shit and get a rub that way.

Somebody like CM Punk, who is supposed to be building towards an eventual World Title shot, or Mr. Kennedy, who is ready to return, could have used KOTR as a much better platform than Regal.
