Why do some guys go for the Cruiserweight Title, while other men who are technically cruiserweights, don't challenge for it. It'd be like a female worker deciding she doesn't want to be the WWE Women's Champion anymore, and chasing anything else. The Women's Title should be it for female wrestlers, and the Cruiserweight Title should be it for cruiserweights.

That means you'd have to change booking considerably, and convince someone like Shawn Michaels that being the Cruiserweight Champion is a good idea for him.
I had heard Matt Hardy once say that he was going to get to <220 lbs. because that was the weight limit for being accepted as a Cruiserweight, but maybe that happened before JBL's "decree" or whatever.
