That's just based on guys who are in development now. Focus on the tag division with the Rotundos and the Usos, both sets of second-generation workers. Otunga and Young didn't spend much time in FCW before getting the NXT call-up, so there's a distinct possibility there will be a couple of better candidates that slide in in the meantime.
Don't get me wrong, I totally get why they put Bryan and Barrett on NXT. It gives them breakout stars to prove that the show works, plus it lets them get the rub from Miz and Jericho. I'm just saying that - if there were no NXT - those two would have made the leap pretty easily themselves.
