They did check with their shoulder, but there's a rule for attempting to injure another player. That one can lead to suspension.

Than suspend every player who delivers an open ice hit or a crushing hit against the boards. Players hit to hurt.

Players hit each others so their team can gain advantage of the puck on the ice. Open ice is fine as long as the guy has the puck and you don't necesarily target the head. These guys know what a head shot can do. When I check people, I target the body, not the head. I don't want to kill the guy, I just want to take him out of the play. Targeting the head is just reckless and dangerous.

Then why do players finish their checks? The puck is already gone and they could easily back off. Scott Stevens had a good quote about how he hits, I'm gonna try and find it.
