Pretty much. It also had to do that they were bad rehash of the Hart Foundation. Obviously many teams above them EV 2.0, Fourtune, Evolution, ect. are rehash gimmicks but those teams were (and are in some cases) more entertaining than the UnAmericans.

I also think it saying something when Christian was at his worst when he was and UnAmerican it was the only point in his career in which he didn't cut a decent promo.

Just to recap why they're so low....

Lack of longevity

Rehash gimmick

Doing the impossible (making Christian promos bad)
