The rules of the Rumble fluctuate whenever the WWE wants them to. Guys have eliminated themselves then gotten back in legally, or been eliminated another year. Some men have even been eliminated by not even going over the top rope. You've had people randomly take spots like it is legal. What was suggested is not a reach.

Exactly. I've boiled it down to this: If you go over the top rope and hit the floor with both feet, you are out: Period. It doesn't matter if they are in the Rumble, already eliminated, a non-participant - you go over, your feet touch, your out. Doesn't matter if you got hit with a beer can and fell over. If you are knocked out before even getting to the ring (must be legit KO'd... Austin got his ass kicked before entering the 2001 RR, but was not KO'd and eventually entered the ring and won the match, whereas I believe Spike Dudley was once Chokeslammed on the stage and never entered the ring and was counted as a non-participant). If you are "legit KO'd" and do not enter the Rumble, someone else may take your place (See: Mick Foley in 2004).

These are the rules of the Royal Rumble. They are binding and do not change (unless they do).
