I think that people are way too hard on Sin Cara. He was called up too early and too much pressure was put on him, but that's because the dude was a legitimate major attraction down in Mexico. Give him the time to develop in the WWE and he will be a major star there in time, too.
He's already gotten so much more comfortable. Working with Rey Mysterio is perhaps the smartest thing the WWE has done with Sin Cara since debuting him yet. Also, the dude does not need to promo -- his mystique is the attraction. That being said, that will mean a slow rise where great performances and stories told over months will establish a secure bond with audiences.
I'm hoping that Cody Rhodes wins back the IC Title very shortly, and we get a Title vs. Mask match between the two at Hell in a Cell, or something, where Sin Cara beats Rhodes and gets a few months with the Intercontinental Title. They could probably stretch out a Sin Cara IC Title reign until a match with Rey Mysterio at WrestleMania at this point. And since Sin Cara would probably go over Rey, he could hold the title until Extreme Rules, at the very least.
I'm not really keen on Sin Cara being given the pressures of a champion just yet, but I think Sin Cara would surprise a lot of people as a mid-card champion. It at least gives the guy something to do.
