According to Sony, the light bar on the PS4 can not be turned off and always has to be on regardless if its being used or not.

They were asked the question on Twitter involving if it was possible to turn it off in order to save battery power.

Sony also recently reapplied for their "Playstation TV" trademark which has the potential of including the PS4 for its services as part of their current plans to expand their media services.
