I’ve interviewed Mortal Kombat creator Ed Boon a number of times, and one time he mentioned that he’d like to see a Street Fighter vs. Mortal Kombat title. What do you think about some sort of collaboration like that?
Yoshinori Ono: I think Street Fighter is a different type of game than Mortal Kombat. I think Mortal Kombat vs. Capcom could happen, but Mortal Kombat vs. Street Fighter, um. Question mark.

A dev blog described Ibuki as being similar to C.Viper technically speaking. She has a super-jump, also like Viper. They say she has many combo opportunities (they note young people like target combos), and getting her after image effect was a challenge.

I'm utterly useless with C. Viper so I'll probably be no good with Ibuki then. I'll still give her a shot.
I was think about characters I would have liked in SSFIV. I can only think of 4. R. Mika, Sodom and Rolento because they where the ones I used a lot when I played SF Alpha 3 and Q because I never played SF3, I don't think and I've seen his ending, listened to his theme and seen that people think he is in the background of Kens stage in SFII.

I think his story and character sounds like it could be interesting to build on. If he's being hunted by the CIA, that gives him a rival in C. Viper.

Did you guys know/care that SFIV is coming to the iPhone?
The roster is made up of 8 characters. Ken, Ryu, Guile, Blanka, Chun-Li, Dhalsim, M. Bison and Abel. It's out in March for $10. No idea on UK pricing/dates.

I don't have an iPhone but I thought I'd pass the news along incase one of you does. The guys fingers take up a lot of the screen. I don't think it's going to work well enough to play for more than one or two fights. Plus I think he was trying to pause the game and it wouldn't register it. Not registering button presses isn't going to work in something like SF.

I'd blame Capcom more for lying since they said the SF IV engine couldn't be modified for a non-HD console/PC system when they were asked why it wasn't on handhelds or Wii/PS2.

Does anyone else think it's a bit strange to leave one character unannounced? Each character trailer reveals 3 people so why have Hakan on his own? Do you think, maybe, there is another character or two besides Hakan we don't know about or maybe some other feature or something worth putting into the next trailer with Hakan?

Europe is getting the above costumes free with pre ordering the game. There is talk of throwing in an iPhone cover and a choice of one of four SF T-shirts.
Capcom has gone and released images of their European pre-order incentives for Super Street Fighter IV - a five costume pack for some of the game's most popular fighters.
Our personal favourite has to be Fei Long's bonus costume, which is an obvious homage to Bruce Lee's Kato from The Green Hornet TV series he once starred in.
Blanka meanwhile, gets a pink Dan-style karate robe, while Dhalsim gets a sultan makeover and Guile goes all special forces with a heavy flak jacket.
The fifth and final costume takes Gen out of his dignified kung-fu pyjamas and gives him the 'dirty slave' look instead. That's so in right now, darling.
Head over to the screenshot gallery to take a look at all five costumes.
Exclusive stylised iPhone covers and 1 from a choice of 4 T-shirts are also planned for European pre-orders.
Super Street Fighter IV is slated for release on April 27th in North America and April 30th for the UK and Europe.

My personal beef with it:
- Backgrounds were too flashy. Got really irritating
- Far too few characters, considering the previous iterations
- No story at all (why the fuck is Vice alive again?)
- No bosses, nothing
It was like this should have been DLC. It just feels cheap.

I didn't think the backgrounds got in the way. They spoke a lot about how they wanted to scale back the characters and make it a dream tournament game again. No bosses is surprising given SNK's infamy with crazy bosses.
Yeah, the game was under funded. I expect KoF13 to right more wrongs than introduce new stuff.

I knew that, but it was SNK, so I was expecting them to be able to deliver, nonetheless. Ah well, gonna bargain bin it eventually, since it's got one of the better iterations of Kensou.

Well eventhubs has it up. No idea how trust worthy they are. It was on the Shoryuken site but it was taken down and the poster was banned, apparantly. Capcoms making a bit too big a fuss for it to be a fake. The faked dudley and earlier faked scans of Hakan were not removed by Capcom but this latest leak is.

Someone on eventhubs claiming to be the guy that leaked the Hakan image has started leaking more information about him. I don't totally believe it but, still, it's interesting to read (to me, anyway).
Hakan has 4 special moves:
- 360 P grapple
- 360 or HCB? K - Grapple ala Alex 3s. The jumping one.
- QCF P. Slide like Ibuki. If hit press P for another Hit
- SRK K for Oiling up.
- About SRK the banning is weird. There was no clause in the terms that i could be banned for leaking info. The Ban is permanent so i wont be making a return on SRK.
- Hakan looks awesome. He resembles Hellboy, Darun. Some of you made the link to Wario :) His build resembles Marduk of Tekken 6. He is big, not as tall as gief tho. There is oil dripping and oozing all over his body. Weird and nice effect.
Gameplaywise: I really cant put him somewhere on the charts. My initial impression of a longtime SF player, is that he will be mid-tier.
His slide is a counter against fireballspammers. He'll have a problem with low Tiger Shots. Slide is unsafe if blocked. Great damage on normals. Not combo heavy.
His U2 is probably his best weapon and best Anti-air move in the game. It shuts down any jumping game.
His U2 if connected and has a female opponent it will look like they are doing a Position 69.
It would be cool if he had some kind of over the top style tombstone piledriver. If this is all true, it looks like I'll have another character in my "main" roster. I favour slow and powerful characters.
Like I said, I don't fully believe it because anyone can claim to have info but I kind of want to believe it.

The entire game has been sped up, making battles faster, more tense affairs. Only regular players will spot things like the quicker focus cancelling and tighter juggling, but they're there and make a difference. There are four welcome new stages as well, all rendered in the gorgeous 3D Street Fighter IV style, and in an old school nod, the Car Wrecking/ Barrel smashing games from Street Fighter II return to arcade mode. Better yet, its online modes will have a proper fighting lobby system with up to eight players able to band together and duke it out arcade style.

Better that they don't. Treat your customers right. And there is no way this is a sequel. It's just a better than average update. I'd actually be pissed if it weren't adding as much as it is, like they did in previous SF2 and SF3 iterations that still sold at full retail. Frankly, they owe us after that bullshit.

Yeah, I played those fuckers. They're not especially dominating and you can break the loop (provided you're not raging mad at that point), but it's crazy annoying.
I played my first online opponents in KoF 98 'Live. One guy quit for no reason at all, he just left. And when I tried to rejoin his room he left. Another guy used a God-tier character on his team. I beat his ass with Blue Mary all the way up until I faced his Omega Rugal. He raped my team. Very gay he'd use a special character.
And then the pool cleared up again. I hope more people hop on 2002.

I saw this video of Akuma and Goukens Ultras. They've added the sound of children laughing to Akumas Ultras when he gets the KO. Unless someone just added it themeselves, which would be pointless because it's not even a comical laugh. It's easier to hear in the new Ultra.

Interesting how they kept them as '3rd Strike accurate' as possible, with their old target combos added with the SF4 style combos. Ibuki looks like a character I can add to my stable, but I tend to stray from execution heavy characters. Playing KoF 98 UM got me doing rush downs more often though...

Hakan seems like Zangief will have a tough time with him. I've read he can't be grabbed when he's slippery and, if you watch the Vs Juri video, his second Ultra is an Anti-Air so, if someone tries to do one of Zangiefs 360 moves and jumps, he can just pull off his Ultra and they'll slip on him and into the Ultra.

Some more info on those European pre order bonuses.
The iPhone covers, costume pack and the t-shirts will be at different shops so if you want a specific thing you'll need to shop at a specific place but Capcom haven't said who is giving away what yet.

There isn't enough interest outside of Japan to justify an LE in the US/EU, Capcom Europe said. I doubt it.

Yeah. I'd wish we got the anime. It looks a lot better than the SFIV one.
Why dub it and use it as a trailer on the UK dashboard/Market place if we're never going to see it? I'm pretty sure you pay voice actors by the line (Lionhead said they do, so I'd assume others do to.) so why waste money dubbing a trailer to a movie we'll never see?

I've only ever heard Afro Samurai getting praise, so I'd have thought Gonzo would have been really good.
For anyone interested, Hakans moves, techniques etc were demoed at GDC by Seth Killian. Apparantly, Hakan is really similair to Zangief but with a faster speed and more options. Like Zangief, his weakness is projectiles but he can do an EX version of his Oil Up to let a projectile pass through him. Oiling up makes his moves stronger etc so by spamming projectiles and having hakan Oil Up past theme, the opponent just makes Hakan more powerful and dangerous:

So it's dawned on me that the later iterations of the Street Fighter II series was overrated fluff. Super Turbo was fluff. HD Remix is also fluff. The game mechanics were acceptable but the requirements for high level play seemed to favor races to the bottom.
The Alpha and III series were way better (particularly Alpha 2 Gold and 3rd Strike), so it's a wonder why people fap to the II series. I mean, I used to, but my eyes were opened. I'd SNK were doing great things around the time Super Turbo was out, but I was too young to give a shit. And that I know what's been going on historically (with a less narrow view on 2D fighters), I feel the II series lacks compared to today's games. You may say that's an obvious conclusion, with most game series getting better through time, but people still worship Super Turbo and HD Remix.

I have VF 5. Played it once. Still too much like VF 4: very floaty jumps, and some people have ridiculous inputs for moves. The potential for greatness is there, but just not my cup of tea.

The Super SFIV devs (http://www.capcom.co.jp/blog/sf4/development_blog/2010/04/06_2130.html) have been breaking with tradition a bit lately and dishing some great dirt on the ways your favorite characters have been adjusted in Super SFIV. The good news is that there's, well, good news--for everyone!
You can really see the "balance up" philosophy in action here, with great stuff on how Guile became more "Guile-like," Vega got helpful buffs, Dhalsim does more damage (!), M. Bison's psycho crusher has become a scary move again, and Sagat can still be a beast even without making you feel like you got robbed when he beats you. This game is really shaping up to be amazing, and although the internet has been doing a lot of griping about Guile, we may see the power of Guile in action sooner than you think... Muahaha!

-- Let's get right into it - please tell us about the adjustments for Guile.
Okada:
Since SFII, Guile has been a character who can't do his special moves instantly, but with plenty of good normal moves. Since we wanted to work on that area in S4, he's the only character in all of the game who we've made adjustments to his charging time, and we've also made some big revisions to his normal moves.

We also worked on his offensive priority quite a bit.
Okada:
We've also changed the functionality of the Guile High Kick (DF+RH), which many people didn't quite know how to use. In IV we intended for it to be an anti-air for when Guile doesn't have charge, but in S4 we've added combo functionality to it.

Yes. You can juggle after it with EX Flash Kick, etc, and you can use it in combos. We've also adjusted his Spinning Back Knuckle (backfist) so that you can combo it after a Sonic Boom. We've also made it so that his Reverse Spin Kick (Upside-down kick) makes low attacks miss more easily, and tried to make him more like his old self.
Tsukamoto:
We've also made some corrections to his combos.
Okada:
Yes, we have. The Guile players who gave it their all with his combos, they didn't really get enough reward for their efforts. That was the biggest thing about his combos, so in S4 we took that into consideration and we're adjusting the amount of damage his link combos do.
-- What about adjustments to his special moves?
Okada:
Guile is all about the Sonic Boom. But in IV, when getting into a fireball fight he ended up on the losing side. That's not really Guile. Even though SB is a charge move, he's supposed to be the one to win in a fireball fight. So in order to get closer to that idea, we've made some slight adjustments to the charge time for Sonic Boom to make it stronger.
-- What type of move is his new ultra, Sonic Hurricane?
Okada:
As the Sonic Hurricane is a move based on being grounded, you can use it to pressure your opponent, do chip damage, or just keep your opponent in front of you and stop them from moving. We've also made it so that it can be used in combos. So then because of that, it does a little less damage than his Somersault Explosion Ultra I. So if you want to take off big chunks of damage, use Somersault Explosion, but if you want an all-purpose attack plan with lots of variations, then you can use Sonic Hurricane.
-- Sounds like Guile's been buffed up.
Okada:
Yeah, I think he's risen up to the middle class at least. We've also given him a fun new move, so if you can use it when you have a chance I'd be happy about that.

If you enter in the command, Guile puts on the sunglasses. Do it again, and he takes them off. ...And that's really all it does (laughs). We also wanted to make the sunglasses cancellable.
Okada:
Jump RH -> S.FP -> Sunglasses! (laughs) But this would just aggravate the player on the receiving end, so we gave up on it.
-- Next, tell us about Dhalsim's adjustments.
Okada:
The character who won the first national tournament. Dhalsim is a character where the players have found a lot of really interesting ways to use him, which surprised even us. But his overall damage output was kind of low, so the reward for reading your opponent wasn't that great. So if the player wasn't exceptionally skilled, there were many rough spots in using him. Although there was the thought that if we made him stronger in S4, those who were already good with him would just be even better, but as we wanted a wide range of Dhalsim players to be able to enjoy him more, we decided to give him some improvements.
Sano:
Isn't he the only character who hasn't has some kind of numerical reduction?
Okada:
Yeah, I think we talked about this the last time, but in order to increase the number of turns in a fight* we've reduced the damage output in general for all characters - all except for Dhalsim. His damage was low to begin with. Also, we've slightly increased his counter attacks. Since Dhalsim is a character who has difficult normals and trouble with footsies in close, we've improved his throw, and made his Drills better, which many people wanted. So for the Dhalsim players who felt like they lost once their opponent got in close, in S4 I think that will be a better fight for you.
(*Az: In the last blog they mentioned making the game so that if you read your opponent twice, you would probably win - they were adjusting S4 to increase this number, so "turns" probably refers to this.)
-- Many people wanted the his Yoga Fire to be sped up...
Okada:
We haven't changed the speed of Yoga Fire, but EX Yoga Fire now goes full-screen, so you can pressure people from areas you couldn't before now.
-- What type of move is his new ultra, Yoga Shangri-la?
Okada:
Yoga Shangri-la is a move that can be used during Dhalsim's unique jump arc. As its for grounded use, it won't throw an airborne opponent, but its really good when used with his teleport. To put it simply, Yoga Castastrophe is a move for starting an attack string, while Yoga Shangri-la is a move for ending one.
Sano:
The hitbox for Yoga Shangri-la is pretty big, and sort of similar to the headbutt Drill. So its difficult for an opponent to tell in an instant whether Yoga Shangri-la or Headbutt Drill is coming, and that adds some variation to his attack patterns.

-- Now then, please tell us about Balrog's adjustments.
Okada:
As Balrog was already a pretty strong character, I think he was pretty high up in the tiers in IV. So we wanted to keep his current playstyle intact, but make his freedom of use a bit better. Probably the biggest adjustment is that we've re-examined his input priority. In IV, his Dash Uppercut and Grand Dash Uppercut sometimes wouldn't come out, or would come out on their own, so we've adjusted this.
-- How about his new ultra, Dirty Bull?
Okada:
Dirty Bull is a throw type move that deals out massive stun. Balrog is a character who can make his opponents clam up and then deal out chip damage, or if he breaks their guard he can deal out big rushing damage. But if he has his opponent guarding, for the most part he can really only do chip damage. So now he has the Dirty Bull, which is another way of breaking his opponent's defenses. As was said before, the move does massive stun - so if you hit it after getting in a good rush attack, there's a high likelihood that your opponent will be stunned. For those looking to dish out big damage, you'll want to stick to Violent Buffalo, but if you want more ways to pressure your opponent, then I think Dirty Bull is a nice choice.

We've made Vega stronger! Probably the biggest thing is that we've given him more overheads. His Piece of Mercury (DF+MK) was a high attack, but in S4 it now hits overhead. Many people said it was hard to get knockdowns with Vega in IV, but with this attack hitting overhead now this should increase his attacking options. Also, we mentioned this before, but we've made his claw and mask more durable, so they don't come off so easily now. We're also adjusting his vitality even when he has the mask and claw, so I believe players will be able to use a stronger playstyle. We've also increased the invulnerability periods on all his special moves and made them stronger.

To give some specific details, we've made his Scarlet Terror unthrowable, so it can be better used against Zangief's Screw Pile Driver. Also, his MP Rolling Crystal Flash will cause guard stun until the very end, so he doesn't have to worry about it being interrupted by an attack with invincibility, and can use it safely as a chip-damage move.
-- How about his ultras?
Okada:
First, we've vastly improved his Bloody High Claw. Now it hits on the way up, the same as his EX Flying Barcelona Attack, so there are more situations in which he can land it. Also, Splendid Claw reduces his hitbox and moves along very quickly. Bloody High Claw does good damage and is good for anti-air, while Splendid Claw is for grounded opponents. I think Splendid Claw is easier to use than Bloody High Claw, so that adds to his strength.
-- Many people feel that Vega isn't quite as agile as compared to his SFII version...?
Okada:
Really though, in IV Vega is one of the most agile characters in the game. It's just that he's tall and his legs have a particular movement to them, so if you look at the image it doesn't look like he's moving much at all.
-- There were also a lot of opinions that his claw throw-away move came out too easily.
Sano:
We have taken another look at the inputs for that. Except for those who do a lot of inputs from crouching position, it shouldn't really come out on its own anymore.

Okada:
Sagat was well known as a strong character, and we on the dev team felt so as well. This time around, we wanted to retain what he could do, so we went with reducing his damage output. Using the moves and combos he often utilized as a reference, we adjusted his attack power, and we also took another look at his jumping strong punch, which people felt was lopsidedly strong. Of course, you have to read your opponents movements in order to be able to hit them, but as his combo window for attacks was on the long side, we adjusted that as well.
Sano:
Basically, the situations where he can just throw something out and it will be okay - those have been reduced.
Okada:
Yes. If you look at him as a whole, the nerfed parts sort of stand out. But we thought that just nerfing him was kind of sad, so we've given him a new move. The "Angry Charge" uses up meter, but affects the functionality of his Tiger Uppercut. If Sagat hits Tiger Uppercut during Angry Charge, it does more damage, and it increases your chances of beating your opponent with an air combo. So this is something you should try to do when you have meter.

-- Sagat was called the strongest in IV - what do you think his position is in S4?

Now, I feel like he's either 1st or 2nd. Its not that his position has changed, but our adjustments have allowed for the other characters to close the gap on him. So its not that we've just made him weaker, but we've made the other characters more competitive with him.
Sano:
So for the players who used Sagat before, instead of thinking that they won based on the character's ability, now they can think that Sagat is strong because the player is strong.
-- What type of move is his new ultra, Tiger Cannon?
Okada:
In contrast to Tiger Destruction, which moves him forward, Tiger Cannon is a powered-up version of his Tiger Shot. As Ryu is his rival in the story, we also figured that Tiger Cannon would be a nice accompaniment to Ryu's Metsu Hadouken. It doesn't have the destructive power of Tiger Destruction, but its a projectile move that can be used regardless of where the opponent is on screen, and I think it will be nice for those who want to improve their footsie game.
-- And finally, tell us about the improvements to Bison.
Okada:
I think there are a lot of skilled Bison players in IV, but Bison didn't really have a good go-to move. Bison's signature move is his Psycho Crusher, so for our adjustments we took another look at his usage of it.

-- The usage of Psycho Crusher?
Okada:
We've increased the functionality of Psycho Crusher to bring back the "Psycho Tail" image from back in the day. In the past, it would do chip damage even after he passed through the opponent, and trip people up, so we've made adjustments to bring that back. It was often said that the Psycho Crusher was useless in IV, but now you can use it on wakeup to give Bison an advantage.
-- Are there any other areas that have been changed?
Okada:
We've improved the EX Psycho Crusher's ability to negate fireballs. So now he can nullify a fireball and keep on with his attack.
-- What kind of move is his new ultra, Psycho Punisher?
Okada:
His ultra in IV, Nightmare Booster, was mainly meant for in-combos, and has high damage output. So his new ultra, Psycho Punisher, is a move to help Bison against projectile characters. He flies in a parabola, so in those times when projectile characters are zoning him out now he can use this ultra. Also, the biggest feature of Psycho Punisher is that its a command move. So you can use it without having to store a charge.
-- Do you have a message to everyone looking forward to playing the game?
Okada:
Of the characters we talked about this time around, I believe people were the most concerned about Vega and Sagat. We've improved Vega so that he finally feels like one of the strong four bosses (Four Kings ie the WW bosses), so to all the people who have stuck with Vega I really want to say thank you. As for Sagat, as Ryu's rival I don't think his position as changed, but he has a lot more openings than he did in IV. So for people fighting against Sagat, be sure to take advantage of those openings and take the fight to him, and I think it'll be a good match. For Sagat players, you may feel that he's really been nerfed, but he's got a new move, and his position as The King (or, the emperor) hasn't really changed, so please enjoy him in this game as well.

Fuck, I always felt like Vega was ridiculous. One of those guys that just got stronger every iteration. Like Ryu is pretty powerful, but they left out his SF III kick for balance. Vega just kept everything and still has ridiculous range/normals.

I really hope Feilong;s fling kick thingy goes back to the way it was in super turbo. The SF4 version is not so great. SF4 Feilong in general is not so great. Can't wait for DeeJay

Replays can be shown to a party of up to 8 players. The host can toggle attack and input data as well as skip back and forth between different rounds within a fight or restart the replay completely. Voice chat is enabled throughout. Had a great fight that you want to show your buddies? This is easier than ever.
Like Halo 3's Theater. Awesome. This should be in every multiplayer game.

Being that you can invite players to watch a replay with you I am open to 'adopting' a TPdubber who wants some training and pointers to improve their game before the tourny. We can have exclusive sessions and analyze vids and I'll do my best to make you dangerous.
If I can get an afro-headed stoner from being a joke in Soulcalibur 4 to being a legit competitor in a few weeks, I can train anybody.

Well then, first off tell us about the adjustments to Cammy.
Okada:
One of the first adjustments we made was to some of her moves that were just simply strong. Like the Cannon Spike, which had too much offensive power. But we have shortened the start-up for some of her moves that were a bit difficult to use, especially her Spin Knuckle, which should be much easier to use now.
Tamamura:
For her normals, we've given her a bit more priority on her normals. For example, her Far Standing Hard Kick now has anti-air properties, and has a bit more range than in Street Fighter 4, so now its good for controlling space. Also, her Crouching Hard Kick - in IV, sometimes it would look like it should hit but it didn't, so in this game it should be a bit easier to hit now. We've also improved the cross-up properties on her Jumping Light Kick, which should improve her aerial offense.
If we look at the total package, then Cammy has gotten more improvements than nerfs?
Okada:
Yes. While she has gotten a lot of improvements, to balance the game out in general damage on the whole is down, so I don't think players will feel that she is too strong. Now, she can better vary her attacks, so now players can enjoy different playstyles with her.
What type of move is her new ultra, the CQC (Cammy Quick Combination)?
Okada:
Her ultra in Street Fighter 4, the Spiral Drive Smasher was really good for rushing down, and could be used in combos. So we wanted to do something different for her for the new ultra, which is how CQC came about. CQC is a counter ultra, so if you don't successfully read your opponent's movements nothing is going to happen. Compared to the other characters though, it does a lot of damage, so it has great comeback potential. So it'll be difficult to hit, but if you do you get a great reward in damage dealt.
So this is a move that's best suited against attacking characters?
Sano:
If the player is really good at reading their opponent, then CQC can be used against any character. But if you use CQC against a grappler, it might lead to trouble. In an instant you can find yourself eating a Spinning Pile Driver (laughs).
Next, tell us about the adjustments for Fei Long
Okada:
The image of Fei Long is one of a character who bulldozes his way forward, especially using his Rekka Ken's. That much hasn't changed. But we have strengthened his straight-forward moves. For example, we have changed the timing of the attacks for his Standing Hard Kick. In Street Fighter 4, an opponent could do a Focus Attack in between the two hits, but now the two hits are consecutive, so its a move that will beat out the opponent's Focus Attack. You can also use it as just a quick combo. We've also adjusted the inputs for his Flying Kick (Chicken Wing), so now it is easier to pull off.
Tell us about his new ultra, Gekirin Ken.
Okada:
This is also a counter ultra, the same as Cammy's CQC. A counter ultra might be more suited to Fei Long than Cammy - the main force of Fei's offense is his Rekka Ken's, and opponents will usually want to get an attack in to break it up. If Fei players can use the counter ultra well, then this will be a great asset to them.
Well then, tell us about the adjustments for Sakura.
Okada:
In Street Fighter 4, the startup on her Fireball was kind of slow, and what would happen is that opponents could jump in on her easily. So in SSFIV, we've reduced some of the startup to make the move a bit easier to use. We've also improved her cross-up abilities. In the past, Sakura could jump in and then link together moves and this was her primary means of offense. But in IV, Sakura didn't have a lot of cross-up ability, so fighting like this was a bit difficult. So we've changed her Jumping Medium Kick to have a bigger cross-up range, which should allow her to jump in and confuse her opponent's guard better. So she should have an easier time jumping in than in Street Fighter 4.
What type of move is her new ultra, Shinkuu Hadouken?
Okada:
While Haru Ranman was a hit-type ultra that could be used in combos, Shinkuu Hadouken is a projectile type. Shinkuu Hadouken doesn't do as much damage, but I feel that its easier to use, such as in situations of controlling space. Also, depending on the button you use to activate it, it can become the anti-air Shinkuu Tengyo Hadouken, or the ground-based Shinkuu Hadouken.
Sano:
Shinkuu Hadouken is a good move to have when she has her opponent in the corner. If you use the anti-air Tengyo Hadouken, with its upwards angle she can catch people who are trying to jump out. She can also hit people with it who are still on the ground. When she has ultra, and the opponent is closer to the corner, she can use it to scare her opponents out of jumping or using air-based attacks. So this ultra will change the way people fight against Sakura.
Tell us about the adjustments for Dan.
Okada:
Dan is one of our more interesting characters, so we wanted to strengthen him on that basis. We've made him a bit more fun to use, and adjusted some things that didn't work in IV. For example, when doing a chain cancel, his recovery time was kind of strange, so we fixed that to make things easier to link up. Also, we've slightly adjusted the start up frames on his weak Air Dan Kick so that it hits easier. He also gets a bit more priority, which makes his attacks a bit easier to hit now than before.
Tell us about his new ultra, the Haou Gadouken.
Okada:
Haou Gadouken is a projectile move. Although its best range is up close, if it hits the opponent it does nice chip damage, so its a nice move against other projectiles. Also, it has combo potential, and you can hit it off juggles.
With these adjustments, has Dan moved up in the tiers?
Okada:
Within the dev team, we feel that this is the Strongest Dan Ever, but his position won't change from SFIV! (laughs) That position is all his.

Fei was is not bad to use. I never had too much trouble with the Chicken Wing motion but I'm glad they changed it. And if they've changed that, I hope they changed Cammy's Hooligan Roll motion too.
Cammy's damage reduction displeases me. Guess I'll just have to learn to be trickier with her.

While I'm not exactly bad, I'm not nearly as confident in my SFIV powers as I am in say, BlazBlue or TvC. I spent a good majority of the time in first release SFIV discovering that the character I liked (Vega) was pretty much unplayable, then switching to another main--only to find out that they, too, are practically unplayable (Guile). Long story short, I kind of suck compared to... y'know, good players.
And if I had to guess, the tournament's probably for 360 because that's how these things work. D: And I only have a PS3. Unless I'm mistaken.

Charge characters have high priority normals, so you could take the fight to them and use special moves sparingly. I covered some of this some time ago hold on...
- I know it's a cliche choice but you really should start with Ryu/Ken. They have basic standards and specials that will help you learn the engine of the game before you learn the gimmick of a specific character. Basically you need to learn Street Fighter 4 before you learn Vega or somebody. However, if you like Vega, stick with him and learn his ass. Playing as characters you like is better than choosing by tiers (gay).
- Charge characters are more complicated than motions. But the idea is the charge characters have better standard attacks than motion characters. Do Vega's standing Roundhouse(Fierce Kick) and you'll see it's actually a free anti-air attack. His Fierce Punch also has great range and his backflips (PPP, KKK) dodge everything.
- BUT as far as charge moves go, and even 360 motions, you must learn buffering. Buffering commands is inputing the motion of a command during other actions. You need to charge back or down with Vega, right? I'm betting you catch yourself crouching or walking backward during a fight, limiting your movement while you ready a move. It doesn't have to be like this. When Vega is jumping (forward or backward) or doing an attack, why not hold back or down while it happens? When the attack is over the charge is done and you just hit forward/up+button and it will seen like you didn't have to limit your movement for a charge. When holding down for his leap attacks, notice his Sweep slides, use it to move forward while charging down. OR just arbitrarily press fierce punch a few times to throw off your opponent while you ready a leap attack. The key for charge characters is to stay busy while charging. All this requires you getting used to buffring commands. With 'Gief, you can do a 360 spin while executing certain attacks (namely the glowing hand).

I had a 360 and it red ringed. It got fixed and then lost in the mail and I don't think Microsoft believes us.
The PS3, on the other hand, still plays perfectly fine.

Despite my gaff earlier Makoto is an offensive character. She doesn't seem like your speed by the sound of you. You need a safer dude... like Sagat.

Well yeah, she's a rushdown character and I gathered that. When every fucker I fought started spamming projectiles or having their attacks magically eat mine alive, though, I cannot fucking rush down. And if I can't play the character at all without learning every single iota of priority in the entire goddamn game as it relates to Makoto (because seriously, no fucking move I could do would go through on some of these characters--Sakura and Abel both could just plow right over me) I'm going to end up very god damn frustrated, which I did.
Also, they hit Sagat's HP pretty hard with the nerf bat. I could go back to playing fucking Guile I guess since I can actually control that way, I'm just pretty god damn tired of not getting to use the character I want because WHOOPS SORRY VEGA SUCKS. LOOKS LIKE MAKOTO REQUIRES YOU TO FUCKING MASTER PRIORITY AND TIMING TO THE SECOND BEFORE YOU CAN USE HER, SORRY

Makoto can't even finish with a Super Combo because her Super's a buff instead of an attack. What in the fuck. There are certain trophies and bonuses and shit that Makoto = Nope, sorry.
At least they fixed Vega's fucking Ultra to be able to actually god damn hit now. Jesus.

Makoto's EX flash-punch thing should be able to go through fireballs, right? And then there's jumping over them. Fireball spammers are easy to rape, especially with a mean bitch like Makoto. I think you're problem is with a general thing and not Makoto not working for you. Make avoiding fireballs a meta-game. don't even worry about winning, just find ways around fireballs and build your game from there. You'll be surprised how easily people fold after you shut down there tactics.
Vega is awesome. He's in my stable, though ranked fourth in effectiveness under my Cammy, Sakura, and Ken. But Vega is great, and I love his new Ultra. He does not suck.

Makoto's ascension move adds to her rush down, increasing the rape. But I understand if it's not as appealing as an attack.

I can get around the fireballs pretty easily, they're just fucking annoying because everybody starts every god damn fight that way. The magical OMNOMNOM right through every single attack in my repetoire with what looks like pretty basic shit (EX dash punch? MEET MY PERFECTLY NORMAL MEDIUM KICK. Already technically hitting me? TIME FOR GRABS ASSHOLE).
Vega's better but he was pretty shit tier in SFIV, though I'm used to playing Alpha 3 Vega.

I'd say makoto is not begginer friendly character. You really need to actually learn her. She was pure rush down in 3rd strike and she still maintains that playstyle in ssf4 (she's not as nasty as she was in 3rd strike.) I dont think her dash punch goes through projectiles prolly on startup but not in her active frames. don know about ex tho.

Definitely gonna try and learn Guy, besides the fact that I loved him in Alpha, really liked what Daigo was doing with him in that match a couple pages back. May give Makoto a shot too, but I think she's out of my league.
Been playing a lot of 4 online the last few days trying to shake some rust, and I was reminded how much I detest the people playing player matches with a dialed in character. Why not play ranked with your mastered Rufus, instead of player so you can "lol pwn n00bs!"

Dunno, been playing this a little bit in the last couple of months and have made some definite improvements and even got better with a few of my non-regulars, but I will definitely need that couple of months of prep time to get back to fighting shape.

Update, having quite a bit more luck with Dudley. Started playing Guile again, but damn it Daigo now everybody's playing Guile online and Guile vs Guile is boring as hell.
Also bought a new controller.
