Probably because he is bigger than wrestling and he'd overshadow the whole ceremony. He's been physically downhill back when they started the HoF in 1993. He'd overshadow the wrestlers at their own ceremony and depress everybody by being a broken down icon. No win situation.
Kind of what I said before. But that effectively means there would never be a "right opportunity" to induct the man.
