They are taking forever because they want to destroy the ref's union. People will watch the NFL regardless of the referees, so why not try and bust the union right now? Steve Young was on the money last week on his statement about the whole ref situation.

Only leverage the ref union has is if the replacement refs screw up big time in the Super Bowl to the point of it becoming a controversy.
Right now the league is more focused on punishing anyone who talks badly about the replacements than caring about getting a deal done with the union. Only reason they caved a bit last year with the players was due to the special plans to commemorate 9/11 after talking about it for weeks and the owners didn't want to lose a whole season's worth of revenues.

The NFL bubble will bust eventually. It's just not gonna be the refs that make it happen. But the NFL's attitude toward the refs definitely shows that they'll fuck up beyond repair eventually.
I think it will happen when "player safety" turns the NFL into 7 on 7 and college football is more hard-hitting than the NFL. The rule changes over the past 10 years (and probably going forward) will make it very hard to play aggressive defense. It feels like it's going to get to the point where the rules will be similar to that of the Pro Bowl. I also think it is going to get where NFL games will have ads after every play so the networks can afford the (even more) massive TV contracts that will come down the road and the Super Bowl will become a PPV game or something. Their may also be a really long and drawn out strike/lockout next time the CBA expires which may hurt the NFL more than they think.

They have changed the rules and yet players are still running out there playing balls out.
At least 3 times a game I see a hit and I'm immediately sure that someone is dead from the hit.
It's going to take someone to physically die on the field before any drastic changes are made and I get the feeling that's going to happen sooner rather than later.

The increase in roughing the passer, pass intereference, and fines for hits that aren't flagged during the game are the ones I'm talking about.

I'm saying the game is still incredibly violent even with the fines and rules that have been implemented to "protect the qb" over the past few years. Exactly. Those hits probably would have been flagged had their been experienced refs and then a fine on top of it. A flag is not needed for a hit to be considered fine-able if the league deems it to be in violation of the defense-less receiver rule.
The league is asking way too much of these refs. Learn all the rules and along with the injury-related rules. It was hard enough for the experienced refs to get it all down for the last few seasons.
